How this is checked

A systemd timer calls http://127.0.0.1:8000/api/check every minute.
/api/check fetches Portal resolver list, finds resolver id 11917, and stores has_connected + active into SQLite.
This page reads only stored data via /api/status (latest) and /api/history (history). Retention is ~14 days.
Incident rule: ok == false OR resolver.has_connected != true.
